My kia optimal fog lights won't work. I've changed the bulbs, put another relay switch in and still nothing. When I turn the headlights on automatic and the headlights or fog lights will not come on but when I turn the headlights only on that is all that comes on

With the fogs on, headlights on, take the stalk near the column and move it up, down, back, forth to see if the fogs come on briefly. If so, replace the multifunction switch (headlight stalk).

This exactly, there is a known issue with these, and I'd be willing to bet this is it as well.
