Is there a why I can tell if a kia optima odometer been tampered with or rolled back

I have a new kia optima hybrid 2012 and love the car
Ill like to get a 2011 for my for my parents 40th anniversary
I found one online for a very good price, ill like to know
Is there a way I can tell if the odometer was tampered with
I never got a used car because of this how do I know if the car has 24000km and not 70000km
Can kia find out for me? if there a computer that can tell?

Really hard to tamper with our odometer readings since all of it comes off of the ECU. Someone would need special software and ECU connectors to read/write anything over on the ECU.
It's very hard and uncommon. You could ask for service receipts like oil changes. Most places document the mileage.

With cars being run by on board computers and having everything digital. It is very hard to "roll back the odometer." This isn't 1983 with scrolling odometers that could be rolled back if you opened up the dash and manual spun the numbers. lol
As others have said, you shouldn't have anything to worry about, considering the technology nowadays. Is it possible? Yes. Is it likely? Not really.
Digital odometer roll back is the easiest thing that can be done to a car, I've seen it done. A guy gutted the driver's panel in less than 5 minutes, took the odometer to his car, returned in another 5 minutes and put it back together. But like others said, it's very unlikely that your particular car was rolled back. Get a carfax, inspection receipts, oil changes, etc if it makes you sleep better.

Modern odometers are controlled by a computer are not easily fooled. I haven't observed it, but wouldn't be surprised if the Optima mileage increases even when driving in reverse. Even decades ago, mechanical odometers would not operate in reverse without breaking a tamper-detection tab. Odometers are fool-proof but not ambitious-moderately-technical-mechanic-proof.

What a shame. I never buy new. I let some one else pay full price.
^^^But then again, that some one got the best years out of the car.
