I see the passenger side is broken and missing the connector to the lamp. Also the car has a replacement bumper so it must have been in an accident that tore the wiring from the lights. Can I get new pigtails and make up a wiring harness from the passenger side wires? Or are the right and left fogs on a separate circuit?

Went thru this issue myself lately,

there is a harness you can buy i dont have the part number, (sorry) it was around 250-300ish pending on merchant if i remember correctly,

Not sure what model you have but if you have the fog/drl harness side, you can buy a 6pin wire connector off amazon and build a harness to wire into the damaged wires (think i spent 10 total) that will plug into the drl harnesss

Speaking of fog lights, any upgrade from the standard Kia bulb? I bought a set of SuperWhite Sylvanias H8 ,but they dont fit.
Kia uses some sort of non-standard lamp, even if themanual states H8. I'd like to get something whiter than the OEM lamps. Shame that they are so yellow compared to the HIDs
