From what I found it could be the blower motor resistor/control module. Has anyone had this issue before and can confirm that this is the issue. I just got the car and want to fix it on the cheap. Looks like the part is only $50 but would prefer to get advice from other Optima owners.

If 4 is the highest, replace resistor. This is the usual fix as long as the blower motor itself
doesn't cause high resistance and kills the resistor. You can remove the motor and spin
to be certain no resistance.
Check RockAuto, $12 to $85.

I had the same issue as OP described on my 2014 Optima LX. The dealer replaced the resistor mentioned (I believe somewhere under the glove compartment), the problem was fixed, my A/C works now on all blower settings.

replace the blower motor resistor that is the only thing wrong with it take only 5 min. to replace one screw. you can do it ! 100% sure fix !
